Building Services Engineering (BSE) Skills Partnership

The BSE Skills Partnership is a strategic alliance of employers and organisations within the BSE industry.

The Building Services Engineering (BSE) Skills Partnership is an independent, employer led, strategic alliance of UK organisations operating within the building services engineering industry. 

The partnership provides a forum to:

identify the industry's skills issues

agree how they can be addressed

agree what contribution each organisation can make to help solve the issues

The BSE Skills Partnership is recognised by the Construction Leadership Council and CSCS as the Standard Setting Body which approves qualifications for Engineering Services SKILLcard.



The objectives of the BSE Skills Partnership include:

Define occupational standards, qualifications, apprenticeships, training courses and assessments;

Approve qualifications for Engineering Services SKILLcard, in conjunction with BESA, the Sector Representative Organisation

Consider provision for the delivery of qualifications, apprenticeships, training courses and assessments

Consider matters relating to recruitment, retention and progression of individuals

Presenting industry representative views on education and skills policy to government departments and agencies.


It covers occupations throughout the UK, that fall within:

  • Industrial and Commercial Installation
  • Facilities Services
  • Ductwork Installation
  • Plumbing and Heating
  • Ventilation Hygiene
  • Air Conditioning and Refrigeration

The BSE Skills Partnership is keen to extend its membership to provide a wider representation of the BSE industry, to improve transparency and to develop broader industry ownership of its activities.
