BESCA and Engineering Services SKILLcard are part of the BESA (Building Engineering Services Association) group of companies.

SKILLcard is the industry recognised card issuing and personnel registration schemes for people working in the mechanical sector of the building engineering services industry throughout the UK. Membership of the scheme is confirmed through the issue of an Engineering Services SKILLcard. SKILLcard is affiliated to the pan-industry Construction Skills Certification Scheme (CSCS).

BESCA is UKAS accredited and is the independent certification body for the BESA offering certification services to assess, certify and register the competence of contractors and individuals.

BESCA facilitates CAS (Competence Assessment Scheme) for the evaluation of BESA members. This promotes to the industry supply chain that BESA members are deemed competent in both their management systems and technical ability to design, install, service and maintain plant and equipment in all its core disciplines and work-types. In addition, BESCA also operate a number of specialist schemes.

BESCA’s help desk assist members with H&S and Technical queries ranging from guidance in establishing management systems, preparing policies and information on new and existing regulations and expert guidance on current best practice.

THE ROLE OF THE CERTIFICATION MANAGER

The role encompasses the management and provision of day to day operational activities, member technical queries, decisions on certification/membership, technical auditing and assessment services for all schemes within BESCA’s and SKILLcard’s management.

Reporting to the Head of Certification, the Certification Manager will be responsible for managing and maintaining all audits and audit standards, supporting the Quality Management Officer with UKAS Accreditation, dealing with scheme queries arising from members and cardholders and promoting compliance and quality assurance throughout.

The Certification Manager will lead a team of Technical Auditors monitoring resource levels, performance and service to members ensuring outputs comply with applicable BESCA/Government standard, regulation and guidance.  The Certification Manager, alongside the Quality Management Officer and SKILLcard Operations Manager, will be expected to work together with BESA Membership, BESA Training and External Departments ensuring BESCA and SKILLcard’s process and standards are current and relevant.

KEY DUTIES

The facilitation of the technical audit process

The management of the auditor’s pool & team competency, training and CPD

Deal efficiently and effectively with decision and queries on membership of the schemes

Manage and maintain the quality assurance programme and training of technical auditors and sub-contractors

Maintain audit standards within Audit Scope & Criteria

Liaison with BESCA and SKILLcard teams and stakeholders to ensure operational good practice and technical excellence

Investigate all complaints received in accordance with BESCA and SKILLcard quality standards

To act as ambassador for the Association and its subsidiaries

Act as Secretariat to the BESCA Schemes Board Technical Sub-Committee

Provide technical advice to scheme members and prospective members

Deal with complex technical queries arising from the schemes members/prospective members and external parties

Manage and maintain technical and audit quality assurance processes and procedures in line with Product Conformity Standard ISO17065

Liaise with and participate in those government/industry committees/forums charged with developing and overseeing scheme standards and ensure that the company’s views and interests are positively represented to the industry and to policy making bodies

 

OTHER DUTIES

No job description can cover every issue which may arise within the post at various times. The post holder is therefore expected to carry out other duties as required by their line manager from time to time which are broadly consistent with those in this document.


QUALIFICATION, KNOWLEDGE & EXPERIENCE

ESSENTIAL

Trade discipline and/or industry knowledge in building engineering services

Experience in auditing and familiar with ISO standards

Competency/experience of operating at a management level

Competency/experience of managing staff

NVQ Level 3 or higher in building engineering services and/or core trade discipline, such as Refrigeration & Air Conditioning, Mechanical Ventilation, Heating & Hot Water, Gas, Plumbing or Electrical

Self-motivation and customer focused.

DESIRABLE

Experience of Industry Registration/Certification Schemes

ISO 9001 Foundation, Internal Auditor or IRCA Lead Auditor qualification or equivalent experience

NEBOSH General or Construction certificate

Good working knowledge/understanding of Legislative requirements of the building services sector

A good network of industry professionals operating within buildings services consultancies, contractors and manufacturers


GENERAL SKILLS AND ABILITIES

  • Proficient in written and oral communication skills
  • Proficient IT skills – familiarity with the use of Microsoft Products essential
  • Ability to communicate effectively with a broad range of technical experts
  • An inquisitive mind with an interest in technical innovation within the sector
  • Ability to interact at all levels and manage a small team
  • Willing attitude and readiness to take on new challenges
  • Commercially aware
  • Hold a full driving license and have the ability to travel within the UK with occasional overnight stays
