A Guide to Social Value - a concept that looks at the collective benefits to the wider community, including the non-financial impact of organisations such as welfare of individuals and community, social capital and the environment.
Social value became a feature of public contracts following the introduction of the Public Services (Social Value) Act in 2013. It places an expectation on public services to demonstrate how their work makes a difference and delivers social value. It provides specific guidance and emphasises the importance of considering social value well before the commissioning and procurement processes start. This could help form the purpose of the desired products and, more essentially, the design of the services required. Public authorities are under a statutory duty to have regard to economic, social and environmental welfare when obtaining public services above the Official Journal of the European Union’s (OJEU) threshold1.
