Heat Networks Technical Standards Training Hub

The Energy Act 2023 provides the powers for government to mandate heat network technical standards in Great Britain through further regulation. The Department for Energy Security and Net Zero (DESNZ) are introducing regulatory technical requirements and a Heat Network Technical Assurance Scheme (HNTAS) to help 'Responsible Parties' and heat network operators demonstrate compliance with these requirements.

 HNTAS will be phased in over time once policy proposals are consulted on and finalised. This is to ensure the sector has sufficient time to understand and take action to comply with the scheme. HNTAS aims to ensure that heat networks meet a minimum level of performance and reliability. DESNZ is due to consult on HNTAS so the below information is subject to change as policy develops.

What is the Heat Network Technical Assurance Scheme (HNTAS)?

The Heat Network Technical Assurance Scheme is a transformative new initiative to drive up technical standards across the growing heat network sector.

Developed by DESNZ, the scheme is designed to ensure heat networks are designed, delivered, and operated to the highest possible quality — delivering better performance, greater energy efficiency, and improved outcomes for end users.

At its core, HNTAS is about building trust and technical excellence in a critical area of the UK’s net zero journey.

Whether you are a Designated Party, Client commissioning a heat network project, or a Technical Professional looking to become a registered HNTAS Assessor, this scheme will empower you with the knowledge, structure, and tools needed to deliver and verify projects that truly meet the mark.

How will HNTAS compliance be demonstrated?

Under HNTAS, heat networks will be required to pass assessments to demonstrate that they have achieved the mandated minimum technical standards. 

Who will deliver the HNTAS training?

Building Engineering Services Association (BESA), has been appointed by DESNZ as the HNTAS Shadow Training Provider.

Stakeholders have regularly raised the importance of setting up and delivering high quality training to prepare the market for regulation. DESNZ anticipate that HNTAS will introduce several new roles and create new job opportunities for the sector. BESA will develop and deliver training courses, many of which will need to be attended by organisations and individuals before they will be able to fulfil these roles. 

Selected courses delivered will work towards achieving accreditation, which will ensure delegates receive high quality training and can perform key HNTAS roles to a high standard.

  • Heat network developers, operators, and asset managers
  • Designers, contractors, and consultants involved in heat network projects
  • Local authorities, housing associations, and planning officers
  • Regulatory and compliance professionals
  • Anyone seeking an introduction to the technical and regulatory framework of HNTAS

This course will also be relevant to anyone who wants to learn more about upcoming regulation and the introduction of minimum standards for heat networks.

What are the entry requirements?

There are no entry requirements, anyone can complete this training.

Course overview

The introductory course will cover areas such as why HNTAS is needed, and the fundamentals of how the assurance scheme will work. This will be essential learning for those looking to undertake any of the new roles to be created by HNTAS, or for those simply looking to gain an understanding of the scheme.
