Three planning ‘Gateways’ were introduced by the Regulator to enhance safety standards and the supervision of higher-risk buildings (HRBs) in the design, construction, and occupation phases.

Referees need a system of sanctions to ensure the game can flow and, similarly, the Act includes several penalties and enforcement mechanisms to ensure compliance and address violations.
